Sustainable for Energy
and Climate Action Plan

We advise municipalities in Latin America on the development of their Sustainable for Energy and Climate Action Plan.


It is a strategic planning tool adapted to governments to optimise the management of internal and external technical and economic resources to enable the transition to a resilient low-carbon city.  

Local governments represent a visible and close authority for citizens. On the one hand, they have in-depth knowledge of the needs and opportunities that arise in the territory, and on the other hand, they are the ones who must respond urgently to climate emergencies. This makes them key actors in transforming the challenges into concrete actions for mitigating and adapting to climate change, that is, Sustainable for Energy and Climate Action Plan.

Our work is aligned with the Global Covenant of Mayors for Climate and Energy (GCoM), which sets the baseline to start mapping the Sustainable for Energy and Climate Action Plan towards carbon neutrality by 2050.

ALPA Climate Solutions professionals accompany Latin American cities in the commitment to develop a baseline or diagnosis, define goals and objectives, and design an action plan for each of the following two phases:

Mitigation phase
For this phase, a greenhouse gas inventory (GHGI) must be carried out, a GHG reduction target established and actions taken to achieve it. We have carried out so far.

Adaptation phase

The diagnosis is carried out through a climate risk assessment. One this has been carried out, objectives are defined for the prevention of impacts extreme weather events and the necessary actions are defined to increase resilience to climate change phenomena. By 2022, 67 municipalities have completed climate vulnerability maps.
